We are delighted to announce the launch of “PPP Solar Energy Summit 2017” the world’s only event dedicated exclusively to delivering solar power projects within the Public Private Partnerships (PPP) framework.

Demand for solar energy has been growing across the world. In the last two years, contracts worth hundreds of billions of dollars have been awarded throughout the GCC, Asia and Africa.     Dr. Ibrahim Saif

    Dr. Ibrahim Saif was appointed by a Royal Decree as the Minister of Energy & Mineral Resources 02 March 2015.

    He previously served as the Minister of Planning and International Cooperation on March 2013 until March 2015. Saif holds a M.Sc. and a PhD in Economics from the University of London. Prior to being appointed as a Minister, Saif was a Senior Scholar at the Carnegie Middle East Center, and served as a consultant to the World Bank, the International Monetary Fund and other international organizations. Saif was also a former director of the Centre for Strategic Studies at the University of Jordan, and served as the Secretary General of the Economic and Social Council in Jordan. He has taught at both the University of London and Yale University, where he led courses on the economies of the Middle East.

    Dr. Maher Matalka was elected as Chairman of EDAMA Board of Directors as of August, 2012.

    Dr. Matalka is a board member and co-founder of ConsultUs, a leading regional consulting company and also a board member and co-founder of Clean Energy Concepts (CEC), a renewable energy company.

    Dr. Matalka was appointed from May 20th, 2009 to June 1st, 2011 as Chief Executive Officer of the International Pharmaceutical Research Center (IPRC), a leading regional full service Contract Research Organization (CRO) specialized in clinical services

    Dr. Matalka was appointed from October 1st, 2006 to November 1st, 2008 as Director of the Economic Affairs Directorate, Office of His Majesty King Abdullah II at the Royal Hashemite Court. During his tenure at the Royal Court, Dr. Matalka was the Rapporteur of the Royal Commissions on Energy and Water.
    Dr. Matalka was appointed from May 1st, 2003 to September 30th, 2006 as Director of Economic and Commerce Bureau (ECB) at the Jordanian embassy in Washington D.C.

    Prior to his appointment in Washington D.C., Dr. Matalka served as Secretary General of the Jordanian Association of Pharmaceutical Manufacturers (JAPM) since 1997.

    Mr. Smith is a partner in the Infrastructure Development Group. He is a UK Qualified lawyer with over 20 years of practice and is a specialist in infrastructure, construction and PPP projects and has advised on many major projects in transport, health, education, defence, accommodation and energy in Europe, the Middle East, the Far East and Africa.

    He is a member of the UNECE Business Advisory Board, Head of the UN’s PPP Readiness Task Force (set up to give practical aid and advice to countries in their PPP implementation programmes), is an associate expert in PPP Capacity Building with the United Nations Development Programme. He has assisted the United Nations Economic and Social Commission in drafting its Transport PPP Guidance documentation and Co-authored the UNECE Guide to Promoting Good Governance in Public Private Partnerships. He has recently carried out feasibility studies for PPP implementation in Mongolia and Uzbekistan at the request of the Mongolian and Uzbek Governments and worked with USAID and the Mongolian State Property Committee to develop PPP Capacity and documentation as part of USAID’s Economic Policy Reform and Competitiveness Project. He has also worked on a World Bank Project for PPP training of Government Officials in PPP in India.

    Mr. Smith has lectured extensively on PPP related topics and has worked with UNDP, United Nations Economic and Social Commission Asia Pacific, U.N.E.C.E , the Moscow School of Economics, the World Bank, USAID, and Asia Development Bank in the Asia Pacific region and  Eastern Europe developing PPP Capacity Building and drafting standard guidance and contract documentation.

    Describing himself as a “GREENO-crat”, Abdullah, is currently the CEO of National Energy in Jordan.

    After completing his Engineering studies from Purdue University, Mr. Bdeir started his career in the USA before moving to Amman to handle technical and operational management at Mitsubishi Motors. Later on, he left to Canada to complete his Graduate studies in management from McGill University earning a Deans Academic and Athletic Excellence Award. While in Canada, he focused on broadening his operational experience by working in biopharmaceutical manufacturing. After returning to Amman he took on the role of the Executive Manager at Steel Buildings Co. and later as Director of Business Development for the mother company: Arab Technical Construction Company.

    Prior to his election for a second term as the Chairman of the Jordan Green Building Council (JordanGBC), he headed the Technical committee of the council as one of the JordanGBC’s founding board members. The committee published the LEED Gap analysis, a detailed study distributed amongst Green Building Councils all over the world.  Abdullah currently chairs the MENA GBC network that includes 9 countries under its umbrella. He also served on the steering committee of the UN Environment program sustainable buildings and climate initiative – SBCI.

    Recently, Mr. Bdeir was elected as Chairman of a coalition of energy associations in Jordan that offers accreditation to energy services companies in Jordan, which is being established with the assistance of NAESCO and the USAID ESCB Activity.

    To give back to community, Abdullah coaches green entrepreneurship under a UNIDO/UNEP program.

    To spread the green message, Abdullah, speaks at various conferences and events. He has participated as keynote speaker at the Abu Dhabi Concentrated Solar Power conference, the Bahrain affordable sustainable housing symposium, the Doha district cooling conference, at the sustainable green building technologies in Dubai, Taipei Green E-learning conference, the Climate Change from a Gender Perspective and Eco Cities of the Mediterranean forum.

    Mr. Bdeir is a LEED Green Associate holder under the US Green Building council, a pearl qualified professional under the ESTIDMA Abu Dhabi city council program, a certified waste manager from the international solid waste association in Vienna ISWA and CMVP qualified

    Dr. Raed Bkayrat is responsible for establishing and overseeing First Solar’s commercial footprint in the region, market setup, origination and strategy development for partnerships and project execution.

    With about 20 years of experience, Raed joins First Solar from the King Abdullah University of Science and Technology (KAUST), where he was responsible for creating the institution’s successful Industry Collaboration Program. During his four year stint at KAUST, he also created a demonstration and testing program for solar and other clean energy technologies, advised several Saudi governmental and industrial entities and mentored start up companies.

    Prior to that he was part of successful Startups in O&G industry in California, and previously spent eight years in various roles at Siemens AG in Germany and the US. Raed holds a Ph.D. and a Master of Science in Electrical Engineering from the Arizona State University and a Bachelor of Science from the University of Jordan. Raed is an expert on the technical and commercial values of integrated hybrid plants for power generation and water desalination. Raed has several issued patents and is an invited speaker on the topic of clean energy and sustainability.

    Prior to this position, Alexandre held the role of General Manager at Sun & Life, a Solar EPC and Technology subsidiary of ACWA Holding, where he was actively involved in advancing the cause for solar energy in Saudi Arabia among various energy stakeholders, including regulators, developers and utilities, among others.

    Dr. Heike Harmgart is heading EBRD’s activities in Jordan since the Bank’s expansion to the Southern and Eastern Mediterranean Region. EBRD started investing in Jordan end of 2012 and has since then committed over EUR 600m EUR in investments, over half in the energy sector with a special focus on renewables. She was previously covering the region as the Senior Economist in charge of the Macro Economic and Structural Economic Analysis. She has published in many peer reviewed journals including work on the impact of innovation and government policies on growth.

    Prior to joining the EBRD, Dr. Harmgart worked several years at the Economist Group, mainly on emerging markets in the Economist Intelligence Unit (EIU). She holds an Economics Master’s degree from Berlin’s Humboldt University and a PhD in Economics from University College London (UCL).

    Mr. Hamed Nababteh has Bsc Electrical Power in 1973 and Mater Degree  in Public Administration.  Mr.Hamed Nababteh has more than 40 years of national and international experience in the energy sector, in 1999 Mr.Hamed handled strategic position as the counselor of energy and electricity minister, in addition to different roles to serve the energy sector, Mr.Hamed started his career by being the District distribution Manager of Karak, Tafilla and Shoubak, his involvement was including the design, execution, supervision, and maintenance of distribution network, then he moved to being the District distribution Manager of the Jordan Valley Networks, Mr. Hamed also handled international position in OPEC FUND, by being Technical Consultant for the Jordan Electricity Authority’s, and he worked as Arbitrator  in the final agreement between Yemeni Electrical Company and Insaldo Italian Company, total project cost was 127 million dollar, and final agreement settlement was 17 million dollar.

    In addition to the above Mr. Hamed handled different positions in National  Electricity  Power company, Coordinator engineer for the Interconnection Network  between Jordan and Syria, and Technical Consultant for EDCO and IDECO (IRBID Company and Electricity Distribution Company.

    Mr.Hamed Nababteh has also extensive experience in the private sector. He is local representative for different International Companies in Energy Sector   and he is currently the Managing Partner for  Amman Renewable Energy Company, and he worked before as technical consultant in Petra Solar/U.S.A.

    Iyad is a US and Jordan qualified commercial lawyer specializing in providing advice in relation to project finance and PPPs.

    Iyad advised on multiple PPP transactions and privatizations representing the Government, consultants, investors, developers and concessionaires. His experience encompasses a range of sectors including power, mining and transport. with  significant experience on advising on all aspects of joint ventures and mergers and acquisitions.

    Specific experience includes advising:

    1. a number of developers and contractors in round 1 solar projects of the Jordan renewable energy program. Iyad advised on the financing of three projects with EBRD and two projects with IFC in round 1 solar, and helped the first solar project to reach financial close in Jordan’s history.

    2. a large international client on its potential acquisition of a wind project in round 1 in Jordan

    3. a telecom company in Jordan on its development of a 15MW solar wheeling project.

    4. developers of 60 MW wheeling project.

    5. three lenders including EBRD on a 100 million USD financing for a real estate/tourism project in Jordan.

    6. Nepco in relation to IPP3 (a 572 MW HFO fired plant), IPP4 (a peaking 250MW HFO fired plant) and on the repowering of an old existing power station.

    7. legal advisor for MEMR on non-renewable power projects for the year 2013.

    8. Royal Dutch Shell in negotiating an Oil Shale Concession Agreement with the Government of Jordan.

    Mhairi Main Garcia is a counsel in the energy team here at Ashurst, specialising in energy and infrastructure projects.  She has a passion for renewables and clean energy and focuses in particular on advising on corporate and commercial aspects of renewables projects, including solar (PV and CSP), wind and waste-to-energy, in addition to advising on conventional power, water, wastewater and district cooling projects.  Mhairi advises sponsors, lenders, contractors and public sector clients in numerous jurisdictions across the Middle East, Africa, Asia and Europe.  Some of her recent solar experience includes advising on the Ouarzazate (Noor I), Noor II and Noor III CSP independent power projects in Morocco, the Shams Ma’an PV independent power project in Jordan, bids for the DEWA phase 2 and phase 3 PV independent power projects and a bid for Abu Dhabi’s Sweihan PV independent power project. Mhairi is admitted as an attorney in the State of New York and a solicitor in England and Wales.

    Mhairi is also Vice-Chair of the board of the Clean Energy Council, a non-profit association providing a forum for both private and public sector organisations participating in the clean energy sector across the MENA region.
